The most important decision you will ever take in game marketing is the genre and type of game you are making! Ideally you'd start working even before you start developping you game. So, short answer is: the earliest possible! Obviously though, in practice it's always more complicated. For a successful marketing campain, count at the very least 4 month before your release.
Don't hesitate to reach out openly to me! Having supported small teams and studios in creation, trust me, I know how hard it is at the start. We can work out a formula that fits your situation, such as revenue-sharing.
